Internalisierung von Grenzen
Die sozialen und normativen Folgen des europäischen Grenzregimes

Staatsgrenzen und ihre Sicherung sind in den letzten Jahren erneut zu sehr umstrittenen öffentlichen und politischen Themen geworden. Hoffnungen auf ein vereintes Europa und die Stabilität liberaler Staaten scheinen die finstere Realität der Durchsetzung harter Grenzkontrollen gegen unerwünschte Migrantinnen und Migranten vorauszusetzen. Allerdings umfasst die Rückkehr von Grenzen als angebliche Sicherungen liberaler Souveränität die materielle Befestigung von Grenzen, den Einsatz biometrischer Datenbanken, militarisierter Polizeikräfte, das erzwungene Festhalten von Geflüchteten
in Lagern und die Kriminalisierung humanitärer Aktivitäten und Organisationen. Mit der
Verhärtung der Grenzen wird auch die Gewalt zu einem integralen Bestandteil der polizeilichen Kontrolle der Mobilität von Menschen im weltweiten Maßstab. Grenzen werden allgegenwärtig und zunehmend offen gewaltsam. In dem Maße, in dem Beobachter immer häufiger die Normalisierung von Gewalt an den Grenzen konstatieren, wird deutlich, dass die neuen Grenzpolitiken gerade mit den liberalen Normen, dem Völkerrecht und humanitären Werten in Konflikt geraten, die die normative Grundlage demokratischer Nationalstaaten und der europäischen Einigung bilden.
Vor diesem Hintergrund untersucht die Forschungsgruppe die normativen und gesellschaftlichen Folgen der Befestigung und Schließung von Grenzen für diejenigen Staaten und Gesellschaften, die diese Prozesse betreiben. Wie verändern verhärtete Grenzen und die Gewalt an und durch Grenzen das rechtliche und moralische Gefüge demokratischer Gesellschaften, indem sie die Normen untergraben, auf denen diese Gesellschaften ruhen? Wie können wir die normativen und gesellschaftlichen Folgen dieser gewaltsamen Grenzpraktiken begrifflich fassen und besser verstehen?

How do hardened borders and border violence perpetrated by state and non-state actors eat into the legal, moral, and social fabric of democratic societies, undermining the very norms on which the latter rest?
How can we conceptualize the normative and social consequences of violent bordering practices? These and other questions will be addressed at the kickoff conference of the research group "Internalizing Borders".
The keynote on Wednesday evening and the discussion panel on Thursday morning are open to the public and will also be streamed (via Zoom). Registration is requested by 7 November, 2023.
